Manpower, which ranks as No. 140 on the Fortune 500 list of largest U.S. companies, has annual revenue of over $20 billion, compared with $350 million for the 7S Group. But Germany is the industrial hub of Europe, said Mark Marcon, a securities analyst who tracks Manpower for Robert W. Baird & Co.
